vim syntax files

Hi everyone,

I started writing syntax highlighting files for vim quite some time
ago and as the topic was brought up again just recently, I thought I'd
share them.
They still need work but they are a good start

On Debian/Ubuntu copy syntax_upstart.vim to
/usr/share/vim/vimfiles/syntax/upstart.vim and ftdetect_upstart.vim to
/usr/share/vim/vimfiles/ftdetect/upstart.vim if you want to install
them system wide. Installing to ~/.vim/syntax/ and ~/.vim/ftdetect/
should work too.

Please test them, improve them and share your improvements so we can
eventually get them included directly upstream (be it vim or upstart).
