The title of this list implies it is for "development" discussion - but
since we haven't found an upstart "user" discussion list it's kind of
been hijacked. I get the feeling the developers who used to talk here
have either unsubscribed or are otherwise hiding and hoping we'll go away.

My understanding is as a user you're not supposed to try to generate
event triggers directly - that's supposed to be handled by the internals
of upstart. With properly written scripts, the only tools you need are
"start job" and "stop job". So if you have a job "job1" that includes
the definition "emit something", you can have another job "job2" that
references "start on something". So if you execute "start job1", both
job1 and job2 should run.
