Problems with repos ubuntu family?

Someone on the ubuntu forum had some problems installing unrar on edge.

I was helping him and did some testing on my vmware installation.

I have a clean xubuntu edge vmware install, enabled niverse multiverse 
ect. Did a nice update an upgrade. and tried to install rar and unrar 
but the packages are not found. (sudo apt-get install rar)

The behaviour is also seen on Kubuntu. But not on Ubuntu.

Is this a bug?
