First off, what driver are you specifically trying to install? You've
started to go on about connecting to localhost on port 6080 to install
drivers however I'm not even sure what you're trying to do.

What version of Xubuntu are you running? Compiz is in the main repository
(enabled by default) since feisty. Can you attach /etc/apt/sources.list and
any other files in /etc/apt/sources.list.d?
