Yea, I'm stupid.  Anyways, you can copy over this file from your home 
directory to maintain keyboard shortcuts:

~/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-keyboard-shortcuts.xml

Does this help?  I usually keep a copy of my various home dir configs on 
a flash drive, so when I do a fresh install I can just copy things over 
(firefox (.mozilla), xfce/wm (.config), bash (.bashrc), ect)  I think 
you get the picture.

Please let me know if I'm completely off base.
