I've been using Photo Float for a while and love it:
http://zx2c4.com/projects/photofloat/
I think it meets most of your requirements (Python, uses directories,
displays EXIF data).
Jason Donenfield has written some great apps. In a similar vein there's
'zmusic-ng' (http://git.zx2c4.com/zmusic-ng/about/). It's a great way to
serve music to a web browser.
