Yes, ibus seems to be a solution searching for a problem.

Presumably running ibus-setup is what this does.

I also tried dconf-editor (had to install that too) and it doesn't
seem to know about the default installation being UK rather than US
either.

I even re-installed xubuntu 14.10 checking carefully that I selected
UK keyboard layout and it still gets a US keyboard layout in lightdm.
It's definitely broken in some way in 14.10.
