I'm getting something similar right now with the fglrx beta 14.2
driver. I could swear text consoles were working earlier, but I've
been changing a lot of things to get xen running, including how the
PCI bus and video cards are being handled (I have two installed), so
something along the way might have triggered this problem with the
driver.
When I try to switch to a text console it just goes blank. Keyboard
input apparently still works, but I can't see anything. For example I
typed my username and password and then "top" on the blank screen, and
when I switched back to X11 with CTRL+ALT+F7 I could see that a second
login was currently running the top program.
BTW here's someone reporting basically the same situation with an
earlier fglrx driver last year:

I don't have any obvious console errors in my dmesg or Xorg.0.log,
though.
