I think radiotray is closest to what the OP is asking for.
Please, all you other people who answered the question with
suggestions of full-blown all singing, all dancing audio player GUIs
they're not what the OP wanted (I don't think).
What he wants is a simple way to go straight to playing a radio
station. You know, like a real radio used to work! :-) Turn it on
and it plays the station it was last tuned to at the same volume
without any further interaction from the listener.
Radio tray does just about this, you click the icon, select the
station and it plays. It installs in the panel so there's no GUI to
load (or navigate), just a pull-down menu when you click on it.
GUI audio apps have their uses when selecting music to play from a
large collection but they're nearly all crap at making it easy to
listen to internet radio.
