I used to have this problem. My solution is as follows ...

Menu → Settings Manager → Language support.

This will tell you that this is not installed completely and ask if you
want to install it now. Do this and eventually you will be told that it
is fully installed.

Now you should find that the spell check will work in LO.

Works for me anyway. I have to do this every time I install LO.
