I see others have had the same issue - I read both posts. Removing and 
installing network-manager-openvpn did not solve my problem. I still do not 
see the VPN chooser.

FWIW, I previously looked at Private Internet Access for a solution, including 
opening a ticket. This includes installation of their relatively new app to 
control VPN activation. No luck.

I think this is a bug.
