If you had a beta of 16.04, it looks like the original installation from
the 16.04 beta was incomplete. The upgrade gods want to complete that
installation.

Or, if you have 15.10, that version is now replaced by 16.04 (and 15.10
support will end in about three months, I believe). The upgrade gods
want to switch you to 16.04 before support for 15.10 ends. See
http://xubuntu.org/help/ for details.

If you have a version of 14.04, then you should NOT be seeing the
upgrade notice until 16.04.1 is ready.

I recall that versions of Xubuntu circa 2011 or so used to just say
upgrade to Ubuntu when a new version of Xubuntu came along (Xubuntu is
built on Ubuntu and shares many common files after all -- the big
difference is in the choice of window manager and desktop environment).
I thought that recent upgrades now asked specifically about upgrading
Xubuntu. So, it could be that the "Xubuntu" upgrade has always stated
Ubuntu or the upgrade wording refers to Ubuntu right now by accident/bug.

I'm still on 14.04.something and am down to one computer (my laptop with
Xubuntu run virtually). So, I don't have direct access to any upgrade
questions or answers at the moment.
