Thank you Ralf for your reply which I just discovered in my spam directory.
The problem is that the Xubuntu application "Software" won't allow
connections to a metered Internet account. That's really the problem
that I'm trying to solve.
My original question regarding the installation of a .deb file was
solved by using Synaptic to download the dependency.
