I believe the package is listed this way because it is a meta package 
for installing all of the various Xubuntu components.

When going to Xubuntu from Ubuntu or Kubuntu, you can simply select and 
install xubuntu-core and the specific components that make up Xubuntu 
will then be installed as dependents of xubuntu-core.

The transitional and can be removed notes are letting you know that the 
specifics being installed will change over time (as Xubuntu is upgraded 
with new releases, such as 25.04). This xubuntu-core is little more than 
a package alias for the actual Xubuntu.

Of course, this is just me speaking from the sidelines. Those who handle 
package development should have more insight.
