the known reason:

It's seemingly removed for all Ubuntu flavours, see
https://cdimage.ubuntu.com/ .

Ubuntu 23.10 Mantic Minotaur End of Life was July 11, 2024, see
https://wiki.ubuntu.com/Releases and https://xubuntu.org/release/23-10/ .

It's probably still available. I don't know.
