Thanks Marc.
I presume you are running 24.04. I too am running xubuntu 24.04 and am
seeing the same error.
I dug into bug reports and discovered that the weather service that
provides the info no longer works with the weather plugin version
0.11.2. An upgrade to 0.11.3 (the current version) is needed.
A simple download and compile of 0.11.3 is not possible because of
missing dependencies (I did a quick try).
Checking the release notes shows that 24.10 also has this problem
(0.11.2 included there).

The MX23 package solution worked for me.
- download
$ sudo apt install ./xfce4-weather-plugin_0.11.3-0.1~mx23+1_amd64
- remove and then reinstall panel plugin
- set location and other settings in the plugin
