RFC: bzr rm is hard to use

You can support a flag in the .bazaar/bazaar.config configuration file 
to allow users to choose what they want as default action. That way both 
groups can be (reasonably) happy - of course one group will have to set 
that value in their config file.

I'd vote that since "bzr add" doesn't create a non-existent file then 
"bzr rm" shouldn't delete it by default ( but them bzr mkdir does create 
:-\ )
