Leaving aside split and 2.0 vs other times, I think you should put up
patches for these two.  For --local, you'll need some amount of
description and discussion, perhaps in advance, in a different thread
from this, about what people are supposed to do instead.  I support
the idea that people should do distributed development using real
branches and stick to checkouts for only closely-coupled work, but
there are issues to talk about.  For the second, you probably need to
at least give a sensible message.
