I am using Git master currently which reports 0.4.1.

I have removed all doubt in my installation by . . .

OK I removed all Karmic packages and reinstalled from the Git
repository. So this means I should be using 0.4.1.
This works fine on my server but I am not getting a workin g
installation on my workstation :-( I will investigate more and report
back.

Last time I looked I thought I saw that the Bazaar branch said it was a
mirror of the Git repository so I thought the Git repository was the
effective master.
Any chance of having lp:dulwich ?
