bzr on Emacs performance suggestions

The Bazaar version installed on Savannah is whatever savannah-hackers
can get from Debian stable or (in a pinch) in Debian backports.

I believe Savannah is running 1.17 now, based on the "done" status of
https://savannah.gnu.org/support/index.php?106951, and on the fact that
browsing down from http://bzr.savannah.gnu.org/lh/emacs/ works (since
the Emacs conversion uses the 2a format, if loggerhead is reading that
repository successfully, then loggerhead must be using a version of
Bazaar that supports 2a).

http://savannah.gnu.org/maintenance/Bzr indicates that Savannah will
upgrade to Bazaar 2.0 when Debian stable or backports offers it.
