.bzrignore -> .bzrmeta/ignore

I hesitate making this suggestion, but one workaround might be to always store ".bzrmeta/ignore" as ".bzrignore", but have bzr >= 2.1 always checkout ".bzrignore" as ".bzrmeta/ignore".  bzr >= 2.1 would report a conflict on a tree with a .bzrignore file.

It's a bit gross, but it does mean that older clients will still work.

(My personal preference is to stick with .bzrignore though.)
