.bzrignore -> .bzrmeta/ignore

Is there any actual specific benefit to using .bzrmeta/ignore other
than breaking the ice for .bzrmeta, and reducing the amount of
root-directory clutter for people using both?

I think reading it if it exists would be a reasonably safe place to start.

So would just checking we have a clear description of .bzr vs .bzrmeta
vs .bazaar in the documentation.

I don't think anything here justifies heavy magic like automatically
moving the file around.
