I recently fixed gnome-volume-manager, update-notifier does proper reconnection,
and I heard that the battery applet will be changed to reconnect, too. OTOH, the
session dbus is not restarted anyway, only the system bus.

I discussed this with some other developers, and as long as we can support
automatic dbus/hal restarts, we should do it. The number of exceptions should be
kept small (kernel, X), so that you only need to reboot when absolutely
necessary. One of Unix's strengths has always been to make reboots virtually
unnecessary, and I would like to keep it that way.
