The package does clean this file before building:

"evince (0.3.4-0ubuntu3) breezy; urgency=low

  * debian/control.in:
    - updated the Build-Depends for nautilus.

    - clean ev-application-service.h, fix the dbus crasher with the new version
      (Ubuntu: #13763).
