The Keyboard Preferences work perfectly (almost, see #18117) until one adds the
Keyboard Indicator applet to a panel. After adding the applet, this happens:
* It's impossible to select a default layout in Keyboard Preferences. If there
is more than one selected layout in the "Layouts" tab, or one adds more, the
checkboxes in the "Default" column get grayed out, and a semi-random layout is
checked. (E.g. this system was installed with a Finnish layout. After adding
Russia/Phonetic, that layout has the "Default" checkbox selected, altough the
layout is still Finnish. Adding more layouts keeps the check mark on
Russian/Phonetic, altough the default actually stays Finnish all the time (even
after logging out & back in)).
* It's not possible to switch layouts with the applet. Left-clicking on it does
nothing. Right-clicking and selecting a layout from the "Groups" menu does nothing.
* Surprisingly, if the layouts are removed and readded, one by one, _after_ the
Keyboard Indicator was added to panel, one _is_ able to switch layouts by
clicking on the applet or using it's menu. The chekboxes for the default layout
still stay broken though.
