The updates debs from bug #15372 seem to fix this, for NEW user accounts (ie. ~
overwritten with /etc/skel). With an existing user account, Keyboard Indicator
refused to change layouts until all layouts were removed and readded. Even then
the checkboxes for default layout are grayed out.
