[Bug 37555] screensaver doesn't activate

Description:
On both of the machines I have running the latest packages from Dapper,
the screensaver doesn't seem to activate unless I click the 'Lock'
button I have installed on my panel.  Both of these machines were
upgraded from Breezy.

To reproduce:
1. login
2. don't do anything for an hour
3. come back and find the screensaver never went on

expected behavior:
3. come back and find the screensaver on
