You can see all my settings in the screenshot - it  shows "panel properties" dialog and desktop background dialog. 

In particular,  I have set panel transparency to 100% (transparent), but had chosen the panel background color to be light blue. Since the desktop background is also mostly light  blue, this strange color showing up can not be the mixture of  the panel background and desktop background. 

I do nto know if it makes any diference that I am using a laptop, with Intel's 915 graphics accelerator.
