[Bug 31511] Settings lost during an upgrade

Description:
When upgrading from Breezy to Dapper, the user settings related to
screen-saver are lost. Apparently this is caused by the change from
xscreensaver to gnome-screensaver, but the end result is a poor user
experience (i.e.,I set it the way I wanted it, shouldn't have to do it
again).
