[Bug 54717] No hibernate option when logging out

Public bug reported:

On this laptop, which can hibernate correctly with Dapper, "hibernate"
no longer appears in the gnome logout screen. I'm not exactly sure what
other information I should provide to help sort this out, so please ask
for anything you need. I was told that this is highly likely to be a
known issue and that it has been done on purpose - if so, feel free to
reject this bug. Thanks a lot for your time!
