Yes. Or if one/both are minimised/hidden etc.

Which app should respond to the global keys when both are unfocused?
What about when I press play with totem focussed, should rhythmbox
unpause itself too? There are a lot of cases like this. It doesn't make
sense for more than one app to listen for the same global keypress.
