[Bug 36780] include senmail as dependency for bug-buddy

Description:
At the end of the bug report bug-buddy gives me a choice to send the
report with sendmail or to store a file to send it later, but as I
didn't install sendmail (I think it is not installed by default because
I don't remember to have unselected it, and it is not a dependency for
bug-buddy) I could not send the report from bug-buddy.

Maybe related to  Bug #18061
