Thanks for your bug. You can add item to the preference and administration submenu. Editing all the menu is something not possible at the moment, and known upstream:

I've discussed with Vincent Untz (who is upstream for gnome-panel) about that some time ago. He would like to describe the menus with a .xml so everything would be editable, that's not trivial though. I'm rejecting that task because that's not a wishlist we are likely to do as a distribution patch, better to work with upstream or to make a specification about it. 

Vincent, maybe that would make a good SoC project for this year, do you have any plan about that? :)
