[Bug 44187] The buttons at the bottom of the GIMP panel appear greyed-out

Description:
Binary package hint: gimp

The buttons at the bottom of the layers window of the gimp always appear
greyed-out (excluding the duplicate button). While they can be clicked
as normal, I find myself repeatedly searching for the new layer button
as I seem to automatically tune-out greyed icons (as is their purpose).
