The message I get is:

The Uniform Resource Identifier ‘file:///usr/share/gnome/help/desktop-effects/C/desktop-effects.xml%23compiz-install’ is invalid or does not point to an actual file.

This is after searching Yelp for 'Desktop effects'. Selecting the link
to 'Desktop Effect' itself and not the section linked to in the above
URL works fine.
