Apologies, I skipped over some parts of my notes:

We also agreed that Contributing Developer applications can be reviewed
via email. We ask that Contributing Developer applicants nonetheless
register a slot, such that we are allocating time to finish their
application.

Asynchronous voting over email shall start no sooner than 7 days
after the application to provide an interview and evaluation period.
