More problems with ubuntu-core generated using ubuntu-image

I have when building from the edge.  When I build from the edge, after I
download my first snap - hello-world, for instance - which also brings in
ubuntu-core and then reboot, snapd can no longer start.  Looking at log
messages, there is complaining that the system is unable to downgrade
ubuntu-core.  Snapd doesn't start, so no snappy.  This problem goes away if
I build from stable.
