Title:
  Update manager fails to ask for/require password when updating

Status in “update-manager” package in Ubuntu:
  Invalid

Bug description:
  Several times now, update manager has NOT prompted for a password when
  updating, but has successfully installed updates regardless.  (It did
  prompt for a password once, I believe when upgrading the kernel.
  That's the only time I recall seeing it happen.)

  This may be intended behavior for the user-level (only "human" user on
  the system), but I still contend that it is flat-out wrong.

  What should happen, is that when the "Install updates" button is
  pressed the user should be prompted for appropriate credentials.
