Ubuntu 9.10 after earlier successful updates

When update manager is run now the foll message appears:
Could not initialize the package information
An unresolvable problem occurred while initializing the package
information.
Please report this bug against the 'update-manager' package and
include the following error message:
'E:Encountered a section with no Package: header, E:Problem with
MergeList /var/lib/apt/lists/in.archive.ubuntu
.com_ubuntu_dists_karmic_main_binary-i386_Packages, E:The package
lists or status file could not be parsed or opened.'

The above problem was preceded by update manager repeatedly failing to upgrade to kernel 2.6.31-20 after it was downloaded (with error message):
E: /var/cache/apt/archives/linux-image-2.6.31-20-generic_2.6.31-20.58_i386.deb: short read in buffer_copy (backend dpkg-deb during `./lib/modules/2.6.31-20-generic/kernel/drivers/media/video/zoran/zr36067.ko')
E: /var/cache/apt/archives/linux-headers-2.6.31-20_2.6.31-20.58_all.deb: short read in buffer_copy (backend dpkg-deb during `./usr/src/linux-headers-2.6.31-20/arch/s390/include/asm/hugetlb.h')

System is working but boot problems occur requiring use of recovery
mode under 2.6.31-20. I had earlier reported a bug under synaptic. So
both problems are there simultaneously. Ubuntu 9.10 live CD was run to
check for disk errors. No disk errors were reported.
