After a partly translation showed installation (tested in amd64.iso) ,
major l10n problems met:
1. Chinese characters are not showed properly in some programs, for example, date and time indicater:

2. The string of authentication from jockey shows as "[Invalid UTF-8]"

3. Sans font uses WenQuanYi Zen Hei instead of WenQuanYi Micro Hei which
should be the first selected font via /etc/fonts/conf.d/69-language-
selector-zh-tw.conf . This file is not available in the folder.
4. the content of /etc/default/locale is:
LANG="zh_TW"
LANGUAGE="zh_TW.UTF-8"
LC_CTYPE="zh_TW.UTF-8"
LC_COLLATE="zh_TW.UTF-8"
A user reported that these problems can be solved by changing LANG
variable into LANG="zh_TW.UTF-8".

As to fully translation showed installation (tested in amd64.iso).
If I choose "中文(繁體)" after Live CD promts "Keyboard = Human", then
Click "返回" (Back) in the preparation page in installer or if I use
"English" by default, then change the language in installer, the results
are:

Confirmed
Bug description:
Some strings are has translated before the non-langpack deadline 9/29,
but still not loaded at pre-release installation.
For example, in the Chinese (Traditional) language installation, "has
at least {SIZE} available drive space", the whole content in In
"Installation type" section, and "Erase disk and install Ubuntu" are
not showed in translated ones.
Other strings which translated after in front strings but before the
deadline is showed in translated forms. For example, "安裝這個軟體 (Install
this third-party software)" is translated after those strings.
See attachments to know further about the situation.
I think that the whole content in In "Installation type" section not
showing in translated ones will put Chinese (Traditional) users in a
maze. It should be critical enough to fix before 11.10 release.
