It's dpkg printing these lines, but as the file has this name on disc
it's not a bug either way (we can question how useful this information
is, but that should be discussed with the people behind dpkg)

We could question now why APT prefers to store files without some
special chars in the filename and the answer is that some people want to
download files from within a different operation system which doesn't
allow these chars, store it on filesystems which doesn't allow these
chars or shared it over network-shares and similar which - surprise
surprise - do not support it. Direct question to why : is forbidden
while % is allowed to a big and well-known complex in Redmond…

Bug description:
  I'm using Ubuntu 12.04 dev with apt 0.8.16~exp5ubuntu13. If a package
  is upgraded and it contains a : it is shown as %3a for example
  "Preparing to replace libgmp10 2:5.0.1+dfsg-7ubuntu2 (using
  .../libgmp10_2%3a5.0.2+dfsg-1ubuntu1_amd64.deb) ...".
