Only members of the admin group don't get asked for their password to
install security updates. If you don't want other users of the computer
to be able to install security updates, set their account to a regular
user instead of an admin user.

Bug description:
  I just went to update my system--worked, but I didn't have to enter my
  password to allow changes to the system.  I'll include a video of this
  happening next time I see there are available updates.
