Bug description:
  This same package refused to install or upgrade when I upgraded my
  system to 11.04/ It was an in complete upgrade because of this
  package, but it did somehow succeed. After restarting, I went to the
  update center to update my packages. It asked me to do a partial
  upgrade because of some error. This time too, this package refused to
  install or upgrade!
