I've tried recreating this bug with Precise and was unable to, given the
information you've provided. Please either a) upgrade and test or b)
increase the verbosity of the steps to recreate it so we can try again.

Title:
  Software Center autodetect of available servers fails

Status in “software-properties” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: software-center

  /usr/bin/software-center
  Ubuntu Software Center
  Version 10.10 (by the way, I tried running the lsb_release-rd in terminal as specified below, and all I got was command not found)

  Going to Edit >Software Sources> Download from> Other, click on Select Best Server.
  It starts merrily pinging 362 servers, at  about 354, it switches to a total of 356, then I get an error message that 
  No Suitable Download Server found
  Please check your internet connection.

  I have tried this twice, both wireless and wired. Rebooted in between.
  My connection according to speakeasy is .74 Mb/s down/.13 Mb/s up (I
  am on DSL). Connection was fine for downloading 20+ MB of updates.

  I am a newbie to Linux, so if I have neglected to include information
  necessary for the troubleshooting, please let me know.
