This happens if you boot into rescue mode, navigating grub. If you set
grub to boot into rescue mode, by defaulting to it, the menu is
navigateable. Looks like there is a problem if keypresses queued, but
not worked on by grub (Grub not flushing the queue?). Maybe it would
help to flush the queue before waiting for keypresses at the rescue
menue (or fix Grub)?
