uy.archive is pointing at a mirror in Brazil. archive.u.c goes to the
United Kingdom. You might want to check which way your routing goes.

We don't appear to have an mirrors in Uruguay. I'd suggest finding a
closer mirror from this listing:

  Since years working with Ubuntu in Uruguay, most of the times after
  install ubuntu I have to change uy.archive.ubuntu.com to
  archive.ubuntu.com in my sources.list because uy archive doesn't works
  all the times and sometimes is slowly than archive.ubuntu.com.
