that's a combined issue, the xorg keyboard stack has a limitation for 4 layouts to be configured at the same time, from the video [1]
it seems that ubiquity set several english variant layouts and hits that limit, it should probably just configure one...
not a lot that gnome-control-center can do in any case (but it might be
fixed with the new GNOME versions which will use ibus only for keyboard
handling, that code is not available in Ubuntu yet and still being
worked on)

Bug description:
When booting the quantal iso testing images and selecting Try Ubuntu
without changing the language or keyboard layout, it is impossible to
add keyboard layouts. In system settings -> keyboard layout there are
only four English layouts listed and the + button that should add a
layout is grayed out.
When selecting a non-English layout by pressing F3 during boot the
button is usable.
