As the list changes dialog (it's actually a window, not a dialog) is
displayed and controlled by the apt-listchanges package, I am
reassigning this change there.

Bug description:
  When you have apt-listchange installed and configured, synaptic will
  display its output in a new popup window that should be closed in
  order for the upgrade to continue.

  This listchange window should be modal.

  I can't count the number of times where, for whatever reason, the
  listchange window switched behind synaptic and I was wondering why the
  upgrade was taking so long. (and after a few minutes, I generally end
  by killing synaptic, never thinking about a hidden listchange window)
