[Bug 1169800] [NEW] raring version still says QQ and 12.10

Public bug reported:

The raring version build/entities/common.ent file has not been bumped to
13.04 and "Raring Ringtail".

The file en/welcome/what-is-ubuntu.xml should use entity subsitution
instead of needing to be edited for every release.
