  raring version still says QQ and 12.10

Status in “installation-guide” package in Ubuntu:
  In Progress

Bug description:
  The raring version build/entities/common.ent file has not been bumped
  to 13.04 and "Raring Ringtail".

  The file en/welcome/what-is-ubuntu.xml should use entity subsitution
  instead of needing to be edited for every release.
